HS2 residents' charter

Why do we need a charter?

The residents’ charter sets the standard for communicating with people who live along or near the route of the HS2 route. HS2 Ltd has appointed a residents’ commissioner to ensure that the standards set out in this charter are met.

The charter applies to you if:

you own or occupy a property that would be required for the construction or operation of the railway

you are an owner-occupier of a residential property, small business or agricultural unit, and you believe that you are eligible either to apply for one of the government’s discretionary HS2 property measures or to seek statutory compensation in relation to HS2; or

you are an owner or occupier of a property above a proposed deep-bored tunnelled section of the HS2 route.

How will the charter help you?

We recognise that residents who are affected by the development of HS2 will have different needs. The assurances in this charter mean that everyone to whom it applies can expect to be treated fairly and impartially.

Owing to the exceptional nature of HS2, the government has introduced a package of discretionary measures to help those residents who do not qualify for statutory schemes. The commitments in this charter are in addition to your legal rights and will make dealing with us as simple and smooth as possible.

Upon appointment, the residents’ commissioner will review the charter. The commissioner will be interested to hear whether you feel you are getting the information you need from us regarding the HS2 property schemes . We will use this feedback to help improve our service.

How will the charter be monitored?

The residents’ commissioner will monitor whether we are fulfilling the commitments set out in the charter and will deliver a quarterly report to HS2 Ltd’s chairman and Board. This will evaluate our performance in communicating and dealing with matters relating to both statutory and discretionary property measures. The Board will act quickly to address any problems and ensure that we continue to honour the principles underpinning the charter.
