Subject: Works between Juniper Crescent Access Yard & Granby Terrace - 08:00 22 November to 16:00 18 December 2016

I am writing to follow up our previous letter (11 November) and provide you with more detailed information regarding the planned works near your property. The previous letter was related to over line electrification work. In addition to these works we will be undertaking access works to allow machinery to access our main work area on the tracks between Granby Terrace and Juniper Crescent. There will also be some ground investigation works.

The works are being co-ordinated to take place at a similar time to the works detailed in the previous letter but will result in some additional hours of works. Full details are provided in Appendix B .

In order to carry out this work, we will continue to use best practice to minimise any unnecessary noise by using noise barriers where practicable, silenced generators, plant machinery, noise monitoring and working closely with Camden Council to minimise the impact of the work to our line side neighbours. For safety reasons, it is not always possible to provide noise barriers when work at height is taking place. Installation of temporary lighting is also required to give adequate and safe lighting levels for staff working at night and during overcast weather conditions.

All staff and contractors are briefed on working responsibly in the local community. The work will be diligently supervised and we expect staff to be considerate, polite, and courteous at all times.

In addition to scheduled maintenance work on the operational railway, Network Rail is required to undertake some works on behalf of High Speed 2 (HS2) Ltd, in order to allow the existing railway to prepare for the construction of the high speed railway by HS2 Ltd and allow it to continue to operate safely. This includes changing and re-siting some of the existing track and line side equipment and infrastructure within the Euston station area between Granby Terrace and Regent’s Park Road Bridge.

All works carried out by Network Rail relating to HS2 enabling works have been agreed in consultation with HS2 Ltd and Camden Council and will comply with Section 61 of the Control of Pollution Act 1974.

Please be aware that these works are subject to possible cancellation or rescheduling as a result of adverse weather conditions or the requirements of the operational railway. The Network Rail helpline will be kept up to date on the progress of the works and will be made aware of any unplanned or unexpected activities which may cause changes in the expected programme of works.

The locations affected by the works are shown in Appendix A of this letter.

How will this affect me and will this be noisy?

We understand the inconvenience and disruption our works may cause. Unfortunately the type of equipment and machinery we have to use does mean some disturbance is unavoidable. As stated above, all work will comply with Section 61 of the Control of Pollution Act 1974 with the appropriate Section 61 approvals having been issued by Camden Council. We will have continuous noise monitoring during the night time and weekend working.

Where will the machinery to undertake this work come from?

Some of the equipment to deliver these works is already in place on Railway Land by the DB Cargo Shed in area E illustrated below in Appendix A. The equipment to deliver these works, will access the railway at Juniper Crescent by Chalk Farm. Most of the equipment accessing the railway will be road rail vehicles (RRV’s) (rail mounted diggers and small elevated platforms) which will predominantly access/leave the railway at the beginning and end of the planned works. For some of the work freight trains with diesel locomotives will be used to bring materials in and out of the work site.

Please note that an additional one hour for start-up activities at the beginning of the shift and one hour for close down activities at the end of the shift is allowed as part of these works.
