Delivering the HS2 station

On 23 February 2017, Royal Assent was granted for the High Speed Rail (London – West Midlands) Act, which allowed High Speed Two (HS2) Ltd to begin construction of the new high speed rail line connecting London to Birmingham. The planned new HS2 station at Euston will be a catalyst for regeneration and growth in the surrounding area.

The HS2 Euston station will be built in two stages. Stage A is planned to open in 2026 with six below ground platforms and Stage B1 opening in 2033 with a further five below ground platforms. The redevelopment of the existing Euston station (Stage B2) is being considered separately by Network Rail and the Department for Transport, working with HS2 Ltd on plans to the integrate the stations.

What we've been doing, and what happens next

Over the last year, we at HS2 Ltd have been developing the design that was deposited in Parliament in September 2015, known as Additional Provision 3 (AP3). The feedback received as part of two community events on the station design held in June and July 2017 has been considered as part of the ongoing station design development. The scope of the design development work has included aspirations to make the HS2 Euston station a world class transport interchange which integrates with the surrounding area. We would therefore like to seek the views of the community on this and any other aspects of the developing design.

Design development will continue this year, during which time we will start to consider the external appearance of the station. The design for the HS2 Euston station will be submitted to the London Borough of Camden for approval next year, and further public engagement will take place to gain views on the station architecture before the application is made.

  • The HS2 station

    Easier movement through the station

    We are considering a layout for the HS2 station concourse that would make it easier for people to move through the station. We would do this by providing more routes and a direct connection with the existing Network Rail concourse. The layout would also provide the opportunity to create additional HS2 station entrances accessed directly from Cobourg Street.

    Moving between Cobourg Street and Eversholt Street

    The current Euston station restricts movement between streets either side of the station, so we have been considering how public routes through the station can provided. The developed design provides opportunities for two north-south publicly accessible routes (non-ticketed) through the HS2 station and two potential east-west routes that would also be publicly accessible.

    Routes to connect Cobourg Street and Eversholt Street are dependent on any future redevelopment of the Network Rail station. The design of these will be considered in relation to the varying levels of the HS2 and Network Rail stations. The routes through the station are likely to be covered.

    The western basement

    As part of the Additional Provision 3 (AP3) scheme, a service basement was proposed under the HS2 station platforms, accessed by vehicles using a ramp from Hampstead Road bridge. We are considering a basement under the HS2 platforms that also extends west of the station building, with the vehicle ramp access located to the south of Hampstead Road bridge. This proposal would introduce a permanent basement facility that would be accessible by a ramp in 2026 rather than 2033, and remove the need for a temporary logistics facility that was required in the AP3 scheme.

    Transport interchanges

    As part of HS2, improvements and alterations are proposed to the London Underground and to the bus, taxi and cycling facilities located around the station.

    Buses

    During the HS2 parliamentary process, HS2 Ltd agreed not to acquire the Royal Mail facility on Barnby Street for a bus waiting area (bus stands). We continue to work with Transport for London and other stakeholders on the bus proposals given that the Barnby Street site is no longer available. These proposals may include additional bus stops and stands on Hampstead Road, and bus stops on the eastbound carriageway of Euston Road.

    Taxis

    A permanent taxi facility on Cobourg Street is being considered that would improve the open space proposed to the north of the station. This would result in the taxi facility being completed in 2026, rather than 2033, with access directly from Hampstead Road only.

    Cycling

    A north-south cycle route along Cobourg Street is proposed that links Hampstead Road with Gordon Street. Instead of providing cycle parking on pavements and in open space around the station, we would like your views on providing secure, covered cycle parking ‘hubs’.

    London Underground

    Upgrades are proposed to London Underground with additional escalators and new entrances from within the HS2 station, on the HS2 station southern forecourt and at Gordon Street. In addition, a subway linking Euston and Euston Square underground stations will be provided. These proposals are the same as the AP3 scheme.

    Open space and streets

    Improving the open space

    We have been considering how the replacement open space, proposed in the Additional Provision 3 (AP3) scheme can be improved. The AP3 scheme proposed that the replacement open space would be located outside the northern entrance to the HS2 station, which was surrounded by the taxi facility. This open space has been kept as part of the design development, although the relocation of the taxi facility to Cobourg Street has the potential to improve the quality of this open space.

    Also as part of the HS2 scheme, Euston Square gardens will be reinstated following construction of the station, and public space will be provided at the station entrances. The possibility for further opportunities for open space will be explored as part of the ongoing design.

    How the station connects with the surrounding area

    We would like to promote street level activity and connect the HS2 station with the surrounding area. The HS2 station is being designed to accommodate buildings around and above the station. The location of these buildings will be considered in due course by a Development Partner, who will aim to maximise the amount of 'active' uses (eg. shops, restaurants) at ground floor that face the street and public realm, where possible. The Development Partner will require separate planning permission for these buildings.
