Community Funds

HS2 Community and Business Funds

Our Community and Environment Fund (CEF) and the Business and Local Economy Fund (BLEF) for Phase One are worth £40 million. They give local communities and businesses disrupted by the construction of HS2 the opportunity to receive funding of up to £250,000 for projects to improve their local area or support their local economy. The funds are managed by an independent charity called Groundwork UK.

CEF & BLEF Priority Areas for 2021/22

Since the launch of the Funds in March 2017 there has been an overwhelmingly positive uptake of the funding from Phase One communities. It’s important to us that all communities along the Phase One line of route receive a fair share of funding. To help with this, the Phase One local authority areas which have received less than the average level of CEF and BLEF funding, will now be actively prioritised.

Based on the fair distribution of the funds and the levels of disruption from the construction of Phase One of HS2, the priority geographical areas (in alphabetic order) for financial year 21/22 are:

  • Coventry City Council
  • Hertfordshire County Council
  • London Borough of Ealing
  • London Borough of Hammersmith & Fulham
  • London Borough of Hillingdon
  • Oxfordshire County Council
  • Solihull Metropolitan Borough Council
  • Staffordshire County Council
  • Priority Themes for 2021/22

    BLEF projects and projects with the key objective of providing environmental benefits will be prioritised. These thematic project priorities will be cross-referenced with the local authority area priorities when the assessors consider applications.

    Prioritisation of local authority areas and themes for the Funds will be reviewed on an annual basis or more frequently if there is a significant change in funding awarded. Any updates will be shared through the website and in the programme guidance documents.

    The HS2 Camden Fund

    The HS2 Camden Fund exists to support Camden communities during the construction of the high speed railway, and aims to strengthen the sense of place and alleviate the disruption of the development of HS2 Ltd. The fund is administered by Camden Giving , an independent charity established in 2017.

    The Camden Fund Panel meet 4 times a year to award grants. So far over £1.6 million has been granted to 17 local projects, charities and social enterprises.

    Some projects which have benefited so far include:

  • The Brandon Centre - bespoke training and support to strengthen the mental health capacity and skills of various organisations working with young people.
  • Phoenix Youth Community Project - a programme of youth activities including homework club, workshops, social action, dance, drama, song and spoken word.
  • Clime-it Brothers Academy - a service that provides employment and apprenticeships placements for ex-offenders and young people at risk, teaching participants to design and manufacture merchandise to be sold at Camden Market.
  • The Story Garden - creation and ongoing development of a new community space located behind the British Library - a space to listen, share and act on ideas.
  • The Third Age Project - to help older people access more social, educational and healthy living activities in a new community hub.
